PTI agrees to 56 rules for Faizabad rally tomorrow

ISLAMABAD: The PTI will be staging a rally in Faizabad tomorrow (Saturday) after so many concerns over its timing and venue. But, how did the Imran Khan-led party get the nod from the Rawalpindi district administration?

Here’s the answer. The former ruling party has to comply with 56 conditions set by the administration which are as follows:

  1. As per recent threat alerts regarding leadership of PTI, the organizer shall take extreme precautionary measures as well as necessary security arrangements in addition to the arrangements made by local police especially during the address of PTI Chairman Imran Khan to avert any untoward incident.

  2. The PTI chief will use the prescribed route as decided by the law enforcement agencies and district administration to enter and leave the venue. No alternate route shall be used in this regards and he will enter the said venue from the prescribed entry point. Furthermore, PTI chief will not use sunroof of vehicle before, during and after the said public gathering. He will be moved towards stage in a security escort and use bullet proof cabin during his address to the public gathering.

  3. The participants will not roam around except the venue.

  4. The venue will be completely vacated after the subject program and no participant will further make a gathering afterwards.

  1. The Allama Iqbal Park will not be used for any gathering and any workers staying there will vacate the said park on the same night.

  2. The use of deck/speakers/sound amplifier shall be regulated under the provision of “The Punjab Sound Systems (Regulation) Ordinance. 2015”.

  3. The deck/speaker shall not be used during prayers/Azan timings.

  4. All rules/regulations and municipal laws shall be observed strictly.

  5. PTI leadership will provide volunteers at the entry points and ensure that unnecessary/unwanted people shall not enter. The volunteers shall have identification jackets/badges.

  6. Search and security at the entry points will be carried out with the assistance of volunteers.

  7. Search of ladies participants shall be made through ladies police and ladies volunteers of PTI.

  8. Display of firearms shall be strictly prohibited and fireworks shall not be done.

  9. Streamers/banners shall only be hanged after due approval from the competent authority. Banner or streamer containing public messages shall be removed/obstructed.

  10. Traffic management/routes and parking place for the vehicles coming for said gathering shall be designated by the Traffic Police. The organisers shall coordinate and cooperate with the LEAs for the smooth flow of traffic.

  11. The applicant shall ensure that the traffic plan is followed in letter & spirit for smooth flow of traffic.

  12. Threat perception/source reports shall be shared with the organisers from time to time by the district police/district administration.

  13. The organizers shall ensure their availability until the public gathering is added and the workers/ participants are dispersed peacefully and reached their respective places.

  14. The distance between the stage and audience shall not be less than 80 feet. The organisers shall ensure the erection of iron pipe barrier/fence to separate the stage and the audience. No person except of security agencies shall be allowed to enter the security zone ie the area between the stage and audience.

  15. The organizers shall make necessary safety measures at entry & exit points to avoid stampede.

  16. Anti-State slogans are strictly prohibited.

  17. No speech against constitutional offices/armed forces/judiciary is allowed.

  18. No effigy/flag of any political, religious party or any person belonging to any country shall be burnt.

  19. There shall be utterance likely to injure the feelings of any religious/political group/party/sect.

  20. Objectionable/offensive slogans shall be prohibited.

  21. There shall be no wall chalking in any part of the district regarding the jalsa.

  22. Proper lighting arrangements shall be made in the stage along with the sidewall and routes of entry.

  23. The organizers will ensure backup arrangement of electric supply during the event.

  24. Organisers shall give in writing the name and number of people allowed on stage to the police security clearance.

  25. List to be allowed on stage must be provided at least 24 hours in advance.

  26. It will be the responsibility the organizers (PTI) to prepare the stage having 10 to 20 feet height and it may be ensured that public from the pandal do not climb the stage.

  27. Public gathering arrangements (including stage) will be completed at least a day its commencement. It will be examined by a technical team that stage/stairs are strong to hold the specific number of people.

  28. The first two rows of pandal should be reserved for the guests by name duly cleared by the district police and special branch.

  29. The organiser shall provide names, CNIC numbers and contact numbers of volunteers. They should be dressed up in a specific/distinguished uniform. Their role will be to control the participants as a measure to strengthen security.

  30. PTI shall indicate in writing the number of participants expected in the public gathering in advance.

  31. Security (near and around pandal and stage) shall be the responsibility of the organisers and police jointly.

  32. Public Audience System will be arranged by organisers.

  33. For the safety of the general public, maintenance of law & order and normalcy at the venue, the district administration/district police shall check/search any vehicle/person coming to attend the public gathering.

  34. The administration/management of PTI shall fully cooperate with district administration and district police for ensuring foolproof security. No laxity shall be allowed in this regard.

  35. The organisers shall make sure that workers/participants coming from out of district shall abide by the conditions under which the permission is being granted.

  36. The organizers shall provide the exact number of vehicles (along with make and registration numbers) for the cavalcade of the V VIP. The cavalcade needs to be kept as small as possible.

  37. Peaceful atmosphere shall be ensured till the termination of public gathering. Such activities which are likely to cause damage to public/private properties or loss of human lives will not be allowed.

  38. The organisers will be held responsible for any loss of human life occurred due to mismanagement or illegal/prohibited activities.

  39. The organisers shall make arrangements for provision of clean drinking water at the venue for the audience.

  40. The organisers will inform the police and district administration about all the arrangements for public gathering and no information will be kept secret.

  41. The organisers shall arrange video recording of the whole event. Video recording without any editing will be provided to the police & district administration after termination of public gathering.

  42. The organizers shall ensure extended cooperation with Traffic Police to regulate traffic smoothly.

  43. No stall of eatables will be established at the venue.

  44. The organizers will provide detail of rallies along with their routes to the district administration, which will participate in the public gathering for obtaining approval/permission under the rules. Use of loudspeaker, one wheeling & driving of motorcycles/rickshaws without silencers will not be allowed in the rallies.

  45. Separate enclosures for media will be arranged by the organisers.

  46. The organisers will arrange separate & safe enclosure for female participants, where male participants will not be allowed.

  47. No drone camera or any prohibited device will be used for recording/monitoring of public gathering.

  48. Public gathering will end at the scheduled/fixed time and complete schedule of VVIP/VIP will be provided to the police and district administration at least a day earlier.

  49. Garlands and bouquets shall not be offered to VVIP/VIP unless these are cleared by EDS of special branch. Moreover, the organisers should not offer any eatable/drinks to the VVIP/ VIP without official check by doctor and special branch clearance.

  50. The organisers shall make arrangements for installation of qanat and razor/barbed wire for plugging whole venue.

  51. The organiser and LEAs will jointly be responsible for the security of VVIP/VIP at the venue and place of residence/rest. Further, they shall ensure close liaison to thwart any untoward incident.

  52. In case of violation of any of the above terms and conditions, the applicant and other organisers shall be liable to face legal proceedings and this permission shall be liable to be cancelled automatically.

“Keeping in view the present law and order situation in the country if the organisers are to hold the peaceful public gathering/jalsa, they shall be responsible in case of any untoward incident,” it said.
